Ever had a slushy? It's just like that. The snow there never melts 100%... it’s at night when the temp drops well below 4 it 2 snow. Also this was mid July in Switzerland. lol.. I did start off with 3 layers, “jacket, sweater, and undershirt” but quickly realized, I was way over dressed. Like my father taught me when I was a boy.. “it’s always best to be prepared for the cold" With layers you always have the ability to take them off and on, when needed. The difference could mean life or death, in some situations.
